Title IV Aid FAQs

Title IV aid is federal student aid funds, provided by federal student aid programs administered by the U.S. Department of Education. Title IV Aid includes Federal Pell Grants, Federal Supplemental Education Opportunity Grants (SEOG), Direct Subsidized/Unsubsidized Loans, Direct Graduate PLUS Loans and Direct PLUS loans. 

Federal Title IV funds do not include scholarships from the university or other private organizations.

If you are not receiving Title IV aid, the authorization does not apply to you, and no further action is required.

To prevent an outstanding balance due, students may authorize Cornell University to apply Title IV funds to the student account by completing the Title IV Authorization. The completed Title IV Authorization remains in effect through the duration of the student’s enrollment at Cornell University. Students may rescind this authorization by completing the Title IV Authorization Withdrawal at any time. 

To provide Title IV authorization:

  1. Go to Student Center (NetID login required)
  2. In the Finances section, click on the “Other Finance Information” dropdown, select View Student Permissions, then click the double arrow >> symbol.
  3. If the View Student Permissions page shows the “T4OPTIN” permission form already assigned, you’ve previously completed this authorization and don’t need to continue. Otherwise, click the yellow “Grant Permissions” button to move on to the next step.
  4. Read the associated text, and click the yellow “Next” button.
  5. Click to checkmark the “Yes, I have read the agreement” box and click the yellow “Submit” button, which will effect your authorization on your student account.

Please note, if you complete this authorization, you will still need to review all charges, payments, financial aid, and other items on your account. It is important that you carefully review your CASHNet statements to ensure that all activity appears valid. 

 

Due to federal regulations, Title IV aid can only be applied towards tuition, certain fees, housing, and dining, unless you provide authorization for Cornell to apply these funds to all charges on your student account. 

Unless you complete the Title IV authorization to allow your other education-related charges that are assessed to the student account, such as student health insurance, parking permits, bookstore charges, service fees and fines, they may not be covered by your federal aid disbursement. As a result, you may still have a bill even after you receive a financial aid refund.

 

Per Federal Regulations, Title IV aid disburses no earlier than 10 days prior to the start of classes.

Per federal regulations, Title IV aid that exceeds allowable bursar charges is required to be refunded within 14 days of the Title IV aid posting to the account. This may result in the student owing a balance for the non-allowable charges.

To withdraw Title IV authorization:

  1. Print and complete the form located on the following website: Title IV Authorization Withdrawal.
  2. Mail the form to Office of the Bursar, 260 Day Hall, Ithaca, NY 14853.

The withdrawal must be submitted no more than two weeks prior to the start of instruction for a term in order to impact the application of Title IV aid for that term.

 

You are not required to complete Title IV aid authorization, but if you do not do so at least two weeks before the start of instruction for the term:

  • Federal Title IV financial aid will not be applied to charges other than those for tuition, certain fees, housing and dining.  Other education-related charges that are assessed to the student account, such as student health insurance, parking permits, bookstore charges, service fees and fines, would therefore need to be paid by other means.
  • Title IV funds will be refunded while account balances remain due and payable. Students who choose not to provide authorization must take special care to monitor their bills to ensure they pay all charges by their due dates.
